Golf Rules and Regulations
INTRODUCTIONSun City Vistoso Community Association, Inc. (referred to herein as the Association or SCVCAI) owns, operates, and maintains community facilities, which enhance the leisure and social interests of its members. The Association is also responsible for general enforcement of all provisions of the Covenants, Conditions, and Restrictions (CC&R's) and By-Laws. These rules and regulations are established by the Board of Directors to serve the best interests of SCVCAI residents and to provide a policy framework for operating common facilities for the safety, convenience, and enjoyment of residents and guests. These rules and regulations may be amended or changed by the Board of Directors. AUTHORITYThe authority granted to the Board of Directors to adopt, amend, or repeal rules and regulations as it deems reasonable and appropriate, is set forth in Article V, Section 3 of the Sun City Vistoso Declaration of Covenants, Conditions, Restrictions, Assessments, Charges, Servitudes, Liens, Reservations and Easements (CC&R's). I. RULES AND REGULATIONS1. USGA Rules will govern play. Local rules are identified on the back of the scorecard. Temporary local rules can be made for abnormal conditions. 2. Each player must have a set of golf clubs with golf bag and use a motorized golf cart. 3. All players must register at the Pro Shop before playing. 4. Practice on the course is prohibited. Only one ball will be used on the course at a time. 5. The hours of play are determined by Staff. 6. Players who fail to maintain their pace of play will be prohibited from continuing play. 7. Children under the age of 16, who are golfers, spectators or sightseers, must be accompanied by an adult. 8. The course may be closed during over-seeding, periods of inclement weather, authorized outside tournaments, or as determined necessary by administration or staff. SCVCAI will not issue rebates or credits for fees paid. 9. Alcoholic beverages will not be taken to, or consumed on the course, except for purchases made under the SCVCAI liquor license. II. GOLF CART RULES AND REGULATIONS1. All golf carts, whether used on the golf course or otherwise, must be registered with the SCVCAI office. Registration decals issued by the office must be displayed on the golf cart. 2. Cart drivers must be 16 years of age and have a valid drivers license. 3. Cart drivers shall abide by all course rules. 4. Only two bags and two passengers are permitted on each cart. 5. Carts must not be driven in any wash. 6. Carts shall remain on paths:* a. on all Par 3's b. within 30 yards of all greens, c. adjacent to all greens and tees d. when directed by signs or authorized personnel *Except as authorized for handicapped personnel. 7. The 90 Degree Rule is in effect at all times when not otherwise restricted. Keep carts on cart paths whenever possible and not in the rough or fairway. 8. Only two carts per group are permitted on the golf course at any time. If a third cart is used, it must remain on the cart path at all times. Exceptions will be authorized only by the Pro Shop staff. When a five-some play is authorized, a third cart will be allowed on the course. 9. During the hours of play, players must arrive and depart the Pro Shop (enter and depart the course) via the driveway from Rancho Vistoso Blvd. Cutting through the golf course is strictly prohibited. Gas Driven Golf Carts will be permitted on the golf course through December 2009. Beginning January 1, 2010, only electric carts will be permitted on the golf course. It is recommended that new and current residents purchase electric carts if they plan to use them on the golf course. All golf carts must be parked in designated parking areas only. Golf carts, NRV's or NEV's shall be equipped with TURF style tires. These tires shall not impart more than 16 pounds per square inch of pressure on the turf. Vehicles that exceed this limitation shall be refused entry onto the golf course. Check with the vehicle and tire manufacturer to ensure your vehicle meets this requirement. III. GOLF COURSE CARE1. Do not replace divots. Use the divot mix provided for repair. 2. Smokers will carry and use an ashtray. Smokers are not allowed to discard cigarette or cigar butts anywhere on the golf course or practice area. 3. Repair ball marks on the green. 4. Rake sand bunkers carefully and lay rakes within the bunkers parallel to the fairway. IV. DRESS CODEProper golf attire is required on the course and when using the practice facilities. 1. Men must wear collared shirts. Mock Turtle neck shirts with a collar of at least 1 1/4 inch may be worn. Sweatshirts with collars and turtlenecks are acceptable. Crew neck golf shirts may be permitted at the discretion of the golf shop Staff. T-shirts are never permitted. 2. Shorts and skirts must be no shorter than mid-thigh in length. 3. Improper attire includes but is not limited to: a. Athletic, gym, tennis, track, or jogging shorts b. Cut-offs c. Swim suits d. Tank, halter, or tube tops e. Muscle shirts f. Sweat pants g. Spandex wear such as bicycle shorts, and jogging tops h. Blue jeans and denim overalls. 4. Golf shoes with soft spikes are recommended. Non-spiked athletic shoes, (tennis shoes, running shoes, etc.) are permitted. Golf shoes with metal spikes and other athletic shoes with rubber spikes or cleats are not allowed. Other type shoes must be approved by the Pro Shop staff. 5. All dress code requirements will be monitored by the Pro Shop staff. V. FROST DELAY PROCEDUREWhen a frost delay is declared by the Superintendent, all play for the day will be delayed. This may prevent groups with late times from completing 18 holes of play. * For specific details refer to the Frost Delay Pamphlet VI. GUEST POLICY1. Residents are responsible for the attire and conduct of their guest and for any damage to association property. 2. All guests must be registered at the Pro Shop and must observe the same rules on the course as their hosts. 3. Guest play may be limited from November 1-May 1. 4. Residents must check in their guest by phone or in person. The Guest Policy will not apply to tournament play. VII. PACE OF PLAY POLICY1. All participants must comply with the pace of play policy. There are no exceptions. 2. The Pro Shop will control and monitor the pace of play. An acceptable pace of play is defined as: a. Completing nine holes of play in 2 hours and 10 minutes or less or b. 18 holes in 4 hours 20 minutes or less or c. Maintaining your position with respect to the group in front of you. 3. To comply with VII.2.c., a group must be within two shots of the group in front of them. Simply put, if you are on the tee they must be no farther in front of you than the green on a par 4 or hitting their third shots on a par 5. 4. Failure to comply with 3. above may result in any of the following: 1) The group may be asked to pick up and move ahead to the next hole; 2) The group may be asked to step aside and allow trailing groups to play through; 3) The group may be asked to discontinue play. 5. Instructions from the Ranger are mandatory. Failure to comply may result in a notice being sent to the Board of Directors for action. Please refer to the Ranger Program and Pace of Play Policy Pamphlet for specific details. VIII. TEE TIME RESERVATIONS1. Tee time reservations can be made up to seven (7) days in advance for all annual pass holders. 2. All others may make tee times up to six (6) days in advance. 3. Tee times may be made by contacting the reservation line (825-0322), calling the Pro Shop or utilizing the touch screen located in the Pro Shop. 4. Guest(s) will receive the same number of points as the resident. 5. Use of the "guest" in lieu of a member is not authorized. Repeated offenses will require the Pro Shop to either; remove the request, issue penalty points, or suspend the violator from play. 6. Tee times are allocated based on a weighted lottery that utilizes points assigned to number of times played and time of play. 7. Please refer to the Tee Time Reservation Pamphlet for specific details.
X. HANDICAP FLAG PROGRAM1. The Handicap Flag Policy is adopted in consideration of those who desire to play golf in Sun City, and yet are unable to walk certain restricted areas of the course due to legitimate physical limitations. The intent of this policy is to maintain the SCVCAI speed-of-play program, while allowing players to enjoy the entire course. 2. In order to participate in this program a player must present to the Director of Golf or Head Professional: a. A state issued handicap sticker or applicable state license plate registration number. Such sticker or plate must be registered under the individual's name. b. A current SCVCAI Member card, USGA handicap card, and cart registration if applicable. c. Handicap Flags are issued/renewed each year in January. Cost is $12.00 per year. 4. Authorized participants may take their carts onto cart restricted fairways (including par 3's), except during frost periods, or other times identified by the Superintendent or Pro Shop for the protection of the golf course. If you have questions, please ask the Pro Shop Staff. 5. Authorized participants may take their cart up to the green side embankments, but never onto the embankments or greens. 6. Specialized handicapped carts are permitted on greens and tees, but must be authorized by the Pro Shop. X. MISCELLANEOUS1. Homeowner's lots are private property. Entry without permission is prohibited. Golf balls on private property may not be retrieved by players. 2. Players are responsible for any damage they do to the golf course, golf course equipment, or association property. Players may be responsible for damage or injury to private property or citizens. 3. Bicyclist and skaters, including skateboards, are not allowed on the course at anytime. Walkers, joggers and sightseeing carts are not allowed during the hours of play. 4. Pets, except guide dogs, are prohibited at all times on the course. 5. Anyone using the cart paths during permissible hours shall proceed at their own risk. 6. The use of cell phones is not allowed on the golf course except in cases of emergencies. 7. Use of radios anywhere on the golf course, including the practice area, is not allowed. XI. ETIQUETTEAll golfers will practice common courtesy and observe all rules of etiquette. XII. ENFORCEMENT OF RULESThe Golf Professional and his staff or designee will have the responsibility and authority to enforce these rules. They may compel anyone to leave the course without refund of fees if the safety of others is endangered, or if there is any disobedience of these rules. Players are encouraged to report violations to the Pro Shop staff in a timely manner. XIII. PENALTIESThe Board of Directors of the Association may impose monetary penalties for any violation and may suspend playing privileges of any person in violation. Any such penalty or suspension will be after a hearing is provided. |
